有線電視系統台（MSO）高層，昨（7）日拜會NCC主委詹婷怡並提出五大訴求，其中，業者建議政府出面邀集本土文創上中下游產業、合組國家代表隊，促成本土文創開枝散葉、成為國家戰略型產業。
而在籌組本土文創產業國家代表隊同時，首要任務則是保護知慧財產權、打擊非法盜版。另外，面對OTT業者來勢洶洶，業者力促NCC修法，營造公平競爭環境。
昨天凱擘總經理王鴻紳、中嘉執行長張漢瑋、台灣寬頻執行副董事長余宗藝、台灣大旗下台固媒體總經理鄭俊卿等人聯袂拜會NCC。
鄭俊卿提議，儘快解除黨政軍投資廣電、媒體事業，從目前1股都不行、放寬至去年行政院院會通過的放寬至間接持股10％版本，如果不能放寬至間接10％，去年立法院協商、也就是放寬至間接投資5％版本，雖不滿意但可以接受。
台灣有線寬頻產業協會理事長彭淑芬表示，全省有線電視系統台將在明年陸續完成100％數位化，有線電視將轉型為智慧應用基礎網路，轉型過程，有賴政府鬆綁相關管制措施，同時，提供政策誘因鼓勵業者轉型。
過去，行政院推動無線電視台數位化時，曾祭出數位機上盒補助計畫，目前有線電視數位化普及率已達92.87％、如何拚最後不到7％的達陣率，業者呼籲政府持續利用誘因政策、促進有線電視數位化最後一哩擊出全壘打，屆時，全數位化網路將可順利轉型為發展數位經濟的基礎網路。
業者認為，有線電視業者正如計程車面對Uber的處境一樣，OTT業者的收視機制不用送審、也不必受到相關法令管制，但反觀有線電視收視費每年必須送審，頻道上下架都有法源規範。OTT業者來勢洶洶，業者促NCC建構公平競爭環境。
北韓不顧聯合國反對在9日「開國紀念日」當天再行第5度核爆，且不排除進行第6次。對此，美國白宮發言人今天聲明，總統歐巴馬警告北韓恣意妄行的核試，終將面臨「嚴重後果」，並稱美日韓三方將會盡快商議對策。
根據法新社報導，白宮新聞秘書厄尼思特（Josh Earnest）表示，歐巴馬接下來將持續與美國太平洋盟邦商議對策，讓北韓知道挑釁行為背後的「嚴重後果」。
南韓官方指出，華府將基於與「共同防衛協定」採取對策，包含提供「核保護傘」以穩定東北亞局勢。
據報導，北韓第5度核爆後，歐巴馬隨即致電南韓總統朴槿惠，雙方同意竭盡所能，迫使北韓停止發展核武，不排除透過「安理會」加強對北韓制裁。

北韓於9日早上8時30分，於豐溪里核試驗場進行第5次核試，引發規模5.3的人工地震，據南韓評估，這次試爆當量估約10千噸，僅次於廣島原爆15千噸的威力。北韓中央電視台表示「成功進行了核試驗」，並引述北韓核武器研究所聲明稱，此次核試驗最終檢驗並確認了標準化、規格化核彈頭的結構及威力，可隨心所欲生產足夠的多種小型化核彈頭。9日適逢北韓國慶日，金正恩選在當天進行核試，挑釁意味十足，立刻引發中美日韓等國同聲表達強烈抗議。
鳳凰網9日軍事評論指出，只要回顧北韓2016年的核武飛彈實驗過程，就不難發現，這次核試很可能是北韓進行的首次實戰化核武試驗。另有外電分析，平壤第5次核試威力可能相當於20到30千噸試爆當量，為北韓歷來估計試爆當量最大。
中朝邊境 震感明顯
北韓進行核試驗，大陸環境保護部（國家核安全局）啟動應急預案，進入二級應急響應狀態，東北三省和山東輻射環境自動監測站運行正常，東北邊境已展開輻射應急監測；與北韓接壤的大陸長白山及吉林省東部一帶震感明顯，不少學校以為發生地震，將所有學生轉移到操場躲避。
北韓中央電視台9日下午表示，北韓當局正式宣布核武器試驗成功，主播李春姬在電視上朗讀聲明書表示，核子試驗成功，沒有核物質和放射性物質的擴散，將繼續採取安全性的強化措施。
朝中社引述北韓核武器研究所聲明稱，此次核彈頭爆炸試驗是針對美國等「敵對勢力」的威脅和制裁活動所採取的實質性應對，並批評美國等勢力否認北韓作為核國家的戰略地位，指責其自衛權行使；這次核試顯示了北韓黨和人民的強硬意志，並做好迎頭抗擊來犯之敵的準備。
朝警告美 威嚇升級
北韓外務省發言人8日就曾警告美國不要觸犯北韓的尊嚴，並威嚇將強化核攻擊能力；9日北韓就進行核試。
法新社引述南韓國防部發言人表示，此次試爆當量估約10千噸，只比約15千噸威力的廣島原爆稍微小一點。而上一次北韓的核試，其試爆當量估計只有7千噸炸藥的威力。
